It's not the first time it's happened. Look back on the Sims 3 and it's expansions and realise that, while they started out quite well some of the stuff packs suffered from lack of content (H&M Stuff being very slim), and there was a real lack of actual forward moving gameplay somewhere in the middle. But the last few expansions were a real boost to the game and a pleasure to play... when I could play them.
I'm sure that, if an 'update' pack was released at a crazily reduced price (Depending on how much you brought the original game for) it might allay some of the worst fears for the future of this game. They could even call the update Bargain Basements! ;)
