Whether or not they did, I hope they don't agree to give material to DLC unless they are getting paid. Out of respect for one another as well as for themselves.
I'm familiar with the competing demands on freelance artists from my RL working life. Too often, people in the arts are pressured to give stuff away in inappropriate circumstances. Doing something for free because you loved making it, or to give it to support a nonprofit or a cause, is one thing. Doing something for free for a big company because you can't get the big company to pay you, but you feel like you have to do it anyway, knowing the company will make money from your work, is a very different thing.
The ea.com article doesn't say anything about whether they were paid but maybe one or more would be willing to share with the forum.
While that is true in the art community and with both amateur and professional entrepreneurs, CC creators are in a different situation because their art uses licensed tools and designs of another company, and their products can only be used with that company's game. So everything they create is voluntary and still belongs to EA in the end. This is why they can't monetize their creations. They can accept donations from the community via Patreon and the like, but they can't (or aren't supposed to) lock any content behind a paywall because that violates the fair use agreement (or something akin to it).
So hopefully the EA marketing exposure will give them a huge public boost so that having something made official in the game will draw more supporters. There are so many talented CC creators out there and it can get overwhelming trying to find Maxis Match content. It's also possible that if some of these creators continue to build a good relationship with Maxis, maybe they could one day become official content developers. You never know.
