The problem is that people who want to buy the pack who don't have Cats and Dogs are paying the same amount for the pack and getting less things. It's quite frankly disgusting. The Cows and Chickens are different in the fact that you don't need the sims 3 pets. Also in TS3 pets, these and more small animals were included.
