By 2021 I couldn't care less. This game is almost over anyway.
But I do agree the Sims 4 needs car transportation and even other mediums in general. It's not just about driving the cars, it's also about the Sims not teleporting from lot to lot by using their phone.
The Sims 4 might not be open world but is a taxi to take your sims around town or a carpool too much to ask for?
