This is actually upsetting. If a sequel is more limiting then how can it be more fun than the last game?
If they can't even make beards, what makes anyone think they can make pets?
That doesn't say that they can't make beards. It says it's harder than Sims 3 - I suspect because CAS push-pull is so flexible. There were new beards added after that tweet, in City Living.
I think they can make pets because they've said in tweets that pets would not be limited like babies, because they made toddlers (small new mesh), and because there's pet code sitting in our game right now. And if the CAS push-pull that is probably making it harder to design a good beard is used on pets, they could be the best Sims pets ever. (I love this game's CAS!)
