It's very unlikely that TS5 would be out in 2019. SimGuruLyndsay (the current executive producer for TS4) said in a interview earlier this year that she spends a lot of time thinking what TS4 would be like 3 or 4 years from now. 3 to 4 years from now is 2020 to 2021. It's entirely possible TS5 won't come out until something like 2022.
The old days of "a new Sims game every 5 years" are gone. The industry as a whole is increasingly embracing games as a service and most major publishers are launching fewer and fewer titles per year. There is a huge incentive for them to continue TS4 as long as possible, as opposed to launching a new game and building an active player base all over again.
I partly agree because this is the way it is going with all the MMO games where the expansions are mainly free updates and where extra stuff is usually the only thing that people buy. The game companies don't want to make new versions of such games because besides being expensive they will just lose the huge amount of players who still play the game or who just have started playing it.
But TS4 isn't such a game at all. Instead it is an offline game which already has a lot of expensive expansions which scares the new generations of young teens from even beginning to play it because they already know that they never will be able to afford all those expensive expansions. Therefore the world hasn't changed: EA still needs to release a new version of the game after about 5 yrs or EA is likely to lose most of the new generations of young teen simmers who even is the type of customers who EA cares most about for this type of games. Otherwise they will see TS4 as an "old" game which is far too expensive and unmanageable to even start playing and collecting expansions for.
