There's so much left for Sims 4 to do. All the Occult states will quite possibly be in different GPs, if Pets only has Cats and Dogs then you can bet there will be a Horses GP, and they're probably trying to figure out a way to pull off Seasons.
Then there's all the Stuff Packs inbetween that we'll certainly get.
The thing is, people can whine about how they preferred Open Worlds all they like but there's no point having a Sims 5 until the technology can show a significant improvement over Sims 4, such as better AI - and that means more than just making it Sims 3.1.
