The Sims 4 worlds are way too small !!!
The two pictures that are below show the two towns coming with the sims 4. Willow Creek http://i.imgur.com/fqJBIY9.png As you can see the number of lots in all is 21 lots with 5 community lot...

Apparently they make the neighborhoods look bigger by adding decorative houses and roads. The only playable area is the circle with the arrow pointing to it.

Yeah, the vibrant neighborhoods are primarily illusion.
Reduced the size of them, reduce the texture and mesh resolution, and then jack up the color saturation to make that look pretty, add dummy cars, trolleys, and riverboats, dress up the boundaries of the area, and then add lots of trees.
Add more sims, which is truly the real thing that matters. The rest is illusion. But yet, I feel like it will be odd to have all these strange sims hanging about your neighborhood for no particular reason other to make your "neighborhood" feel vibrant.
