Well definitely not 2019 given it's already almost May. Probably not 2020 either.
At the 2018 I Play when Andrew announced the Atlas (SEED) Program - it was called the future of gaming and is a program EA has been working on for about 7 years - they have had a thousand people working on this program and at the time it was announced they stated it would be up and running in the next 2-3 years EA's Triple A games.
It stands to reason all new triple A games will be using the Atlas program and EA's own Frostbite 3 game engine as Andrew said they would and that seeing the Sims is one of their Triple A games - the next game would indeed be part of this program. The fact EA stopped all support of 32 bit systems further implicates this program is going active as it requires 64 bit systems to run the Frostbite engine.
