I have a "gaming" computer I built myself 3 years ago and it plays 3 better than it does 4. Load times for 3 are actually better then 4's load times for me. I'm sure people have issues loading 3, but its not unplayable. And the computer I built isn't even considered the top of the line and I have everything for 3 installed (just not katy perrys sweet treats) runs as good as 4 for me. No mods and 3 GB of CC. Meanwhile in sims 4 I have 500MB of mods and CC.
If sims 3 is unplayable in a Rig similar to mine (i5, 16GB RAM, 1060 Nvidia) I'm more inclined to believe they have bad mods or bad CC than the game being barely playable.
