I think we are now in the "milk-it" phase for previous sims titles before The Sims 5 begins.
Especially if The Sims 5 isn't announced, yeah definitely milk it. Anyone who was too young to play TS4 when it launched should be the target audience now. A free base-game should hook them, and they will want to add to it if they like the base game.
It would be nice if they have done something to TS3 to make it perform better, like being 64-bit for PC and fixing routing issues that caused lag--Island Paradise in particular. Also Late Night, I remember going to all the skyscraper apartment buildings in Bridgeport and adding doors to the ground floor enclosures so trapped sims could get out. There was always someone getting stuck in there contributing to lag. I also stopped wild horses from being spawned because they also contributed to lag. I remember the master controller mod letting me know that a sim was stuck. His front porch was built in a way that would trap him.
I would reinstall TS3 again if they bothered to fix some performance issues.
