This just happened to me. The suspect was wearing civilian clothes so it took me a minute to figure out the reason I couldn't arrest him was because he was a cop. Right before, and I mean seconds before my shift ended I noticed if I shift clicked on the cop suspect it said something like detective day arrest suspect but I didn't get a chance to try it as at that instant my shift ended. I'd only been playing the game ten minutes so I just quit without saving and am hoping that fixes it?
