I’ve found that the suspect is usually the only/first Sim on the lot when you arrive to make the arrest. For those having trouble try arresting the Sim that is closest to the description, and is on the lot from the moment you arrive (plus that Sim won’t ever leave the lot either). I’ve been able to successfully make an arrest within seconds each time since noticing that.
