I don't think the water garden one is normal drowning as the chance of it happening are affected by traits, mood, fitness skill, and how hungry the fishes are. I guess when they programmed it, they excluded vampires...
For now, let's say there are three causes of drowning:
1. No energy while swimming in a pool or ocean.
2. Random chance when sim jumps or falls into the water garden (it feeds hungry piranhas and sharks).
3. Being randomly pulled underwater and receiving an uncomfortable moodlet called "Deep Sea Horrors".
