It is 2018, any discipline stronger than a hug is strongly discouraged by society.
All sarcasm aside....you obviously can use disciplinary measures other than hugging (assuming you have Parenthood). Grounding is actually the strongest motivator when it comes to the discipline choices (it has the largest impact on character values).
I sort of agree that the available rebellious activity available in the game is pretty weak compared to say, Sims 2 or 3...but I also never let my active sim children or teens have anything but high character values. Those are a driving force in behaviors and bring new available actions, so I actually don't know what kind of things can happen if I let them get low enough to drive negative behaviors instead of positive.
I think the best example of the behaviors in the game is when teens go through the rebellious stage...and even that is pretty darn mild if they have the high character values. While I agree with you that they should add more things of this nature...I don't know that I agree that University is the place to add it. Once someone is at University they are an adult, rebellious activity doesn't really matter at that point...no matter what some parents might think.
