My game is at the 13th generation and there are a lot of cousins in my game. I've never seen a relative in school with my teens. Also, I had one HS graduation ceremony when the HS pack came out, I never saw another. It's been so long, that when I saw it mentioned here I remembered it existed.
You're not alone on the graduation thing. I've only experienced it once and I also have had it since its release.
