They just don't care because people keep buying regardless of quality. Even MFPS sold pretty well (I think it was trending during the Winter sale). Most EA games aren't playtested anymore. They treat costumers as beta testers and release unpolished products.
I wouldn't mind if they would eventually fix these houses that are missing toilets or the disfunctional kitchen in the bunker airplane.
Every time you start a new save you have to add toilets or rearrange furniture just to play properly. That's annoying
