You know SimsCommunity mentioned this in one of their videos. This maybe a bug. He was able to get it to snow lightly though but couldn't get a blizzard to start.
I actually love that the different neighborhoods have varying degrees of seasonal weather severity. I don't really see Albuquerque, New Mexico, getting snowstorms (or New Orleans, either, but that's another story)... Cologne (or Zurich or Stockholm or whatever Windenberg is supposed to be), I do picture as snowy places, though.
