Yup, at least in the US only large scale commercial spaces, office buildings, big apartment complexes, and such automatically summon the fire department (or supermodels in yellow!). I hope they return, but it's not a huge deal to me. Cats would be nice too, but I'm sure they'll show up eventually. One thing that is curious to me is the way my sims react to fires - I have one sim and his 2 brothers who have been involved in 3 fires (since sims I make start with no cooking, visiting their lots as other sims is often disastrous :) ). These fires have all had multiple other sims around when they've happened, and everyone except the one sim seems to always panic, but he has always gotten out his extenguisher and put out the fire (no ordering from me), as if stoves just suddenly burst into flames all the time. It's a small sample size, and could easily be random chance, but I like that one of my sims (who also is the one I think of as "responsible") always seems to keep a calm head and take the right course of action.
