Yup. You can build aboveground pools and put windows in those, but with the addition of basements a while back, you can put windows along the adjoining walls so your sims can watch others wade in the pool(if they paid any regard to windows). Also, the lighting in the pool spreads through the windows, giving some sweet illumination to the adjoining room(s).
