I last did it back in May and it worked fine. I have not actually tried it since. Have you tried simply deleting the adult in CAS? I think it worth creating a thread to see if any others have a solution.
You can create a teen only household, but you can't split up a household in game and leave a teen on their own. I guess they missed that when they changed to allow it.
