Yep in Bon Voyage on a secret lot.: http://sims.wikia.com/wiki/Wise_Old_Man I noticed it using the boolProp testingcheats cheats under summon NPCs.
Oh another thing Simmers didn't know. Secret lots first appeared in the first Sims game. The famous one with the Sims creator:
