In TS2 every sim, even the bus & taxi drivers, is a real sim. No cheap or fake ot taking the lazy way. Then, the worlds were real, not mostly decorative art.
A tiny correction, bus drivers and taxi drivers, as well as social workers and Mrs C in TS2 are not "a real sim", they are objects, located in objects.package in installation files, they are more like like babies in TS4. They are called as universal sims, but you cannot do anything with them what is not coded to their role.
They do look like real sims, but they are not , as they have zero character data. So they are kind of "fake", as you cannot move them in, or marry them in to family :) (sure you can with cheats, but doing that means instant corruption in installation files, unless you have set your objects.package to "read only" )
