I'm not sure what you mean by not being able to interact with the worlds outside the lots in TS3?
My sims have been able to camp and picnic all over the worlds outside of the lots. You can also find collectibles anywhere in the world outside of lots. Also when I'm doing a zombie apocalypse challenge, I can shoot down zombies anywhere in the world whether they are in lots or outside of them in the world. For photography, you can also take pictures of faraway places - you don't have to be on the same lot for the photography skill to recognize what you're taking pictures of for its challenges and collections. You can also fish in any of the bodies of water outside of the lots, snorkel anywhere in the oceans, etc.
I know in TS2 you can't do anything outside of the lots, but I know for a fact that you can in TS3.
Collectables aren't really the same as objects i.e. grills and picnic benches scattered around non-lots. You place the spawner in the world, not the collectable itself, and the spawner can't be interacted with. The vast majority of interactable items can only be placed and used on lots. All of the things you're saying are things you can use anywhere because they're items you pull from your inventory and have nothing to do with the outside world. Simple fact is - EA put objects outside of lots that are usable, and this isn't present in older games, no matter how you slice it.
As big as The Sims 3 worlds are, and as much as I adore them for being able to build as many lots on as I want, essentially, the area outside of the lots is boring, empty space with nothing in it.
I'm not a huge advocate for open world for that reason (and a ton of others, honestly). I don't understand everyone's big fuss over it - but then again I still play TS2 and find it to be the superior version.
