There is no reason to nerf spells for children nor toddlers. I’m tired of the whole facade that Children are innocent angels that need protecting.
Now are they wise enough to make good decisions no. But they are powerful especially when they’re belief and imaginations they are involved.

This. If anything, I would be okay with toddlers getting special treatment, but even then, it would be more realistic for them to use their powers intuitively. I can't imagine a toddler having the discipline to stand there and practise magic until they reach a high enough level to minionise adults into playing with or taking care of them, but a child, definitely!
I mean toddlers can be very manipulative. ? But that's the other thing, kids could learn from watching their parents, seeing them use spells could be enough.
