Tips and tricks to attract sims onto a generic lot

I downloaded an office building from the gallery for my UTTS story. I'm looking for ways when I want to stage meetings between Liberty and her boss to make it look like a functioning office building. Sims moving about and such. Being an office there is no shortage of computers. Given that sims are irresistibly drawn to them once I get them into the building they'll plunk down at the computers and vaguely look like their working for the background of my screenshots. I'm wondering how to get them inside the building? Set the lot type to a business? Take an open sign, shrink it and hide it and let it draw them in? I'm already prepared mentally to deal with those sims not being dressed appropriately for the environment, so I'm prepared to sacrifice some immersion.
