I play where I can control only one Sim, and that's usually the parent. Trying to have 2 parents taking care of the toddler actually makes things worse. Try to have the toddler's awake times when one parent is at work. Keep some fruit or vegetables in the toddler's inventory so there's something the toddler has access to in emergencies.
