I'm not too worried about this particular pack having a small world, because the customisable residential rental feature will certainly make up for some of that missing space. It's not even the smallest one we ever got in an EP; Get To Work's Magnolia Promenade had only four lots and Seasons didn't come with a world at all.
What I am worried about, however, is that this might be the developers' way of testing the waters and preparing us for even smaller worlds in the future. The number of lots was already cut in half between City Living and Cats & Dogs, to the point that we've gotten used to expecting EP worlds with 12-15 lots. Is 9 the next step on this downwards slide, and will residential rentals become the go-to excuse for it, even though not every player will have the necessary pack to build them?
However, this is all just speculation at this point. There is still the very small possibility that the leaker simply made a typo and actually meant 19 lots. Not very likely, but... we'll see.
