Looking at this picture I'm thinking that they were just talking about building houses on stilts over land, and not water. Looking at pictures of Thailand shows that this is a common feature there.
As for the island on the left, I'm thinking that's going to be the animal sanctuary, and the area on the far right may be the botanical gardens.
