I notice the produce kiosk moves around, or perhaps there's more than one at a time - for a long time I thought it was ONLY in the arts district but I've also now seen it less frequently in the Spice District and the other two. If you're not finding it in the usual place maybe just hope around to the others and do a quick check (this is assuming you have CL - if not I think Oasis Springs is the best place as noted above).
