I haven’t found any setting in MCCC that affects the chance of twins, but you could be right about it being related to the maximum offspring setting (I haven’t changed that myself, so I wouldn’t know).
One of my couples had three sets of twins thanks to the On Ley Line lot trait. Maybe you should double-check that you don’t have any lot traits or reward traits that could be causing it (Ley Line or Fertile).
