The tourists were in right from the beginning. However, I only ever saw one take a photo this week. Before they would walk around, chat, watch the living statues. I think picture taking was in from the start, too, and I just never noticed it.
Note: My game is still on the patch level from before Seasons, so it's been in for at least 2 patches.
