The NPCC mod allows you to completely control NPCs - prevent them spawning, etc You can select any sim in game and assign their role - bartender, fitness instructor etc.
Unfortunately the mod is behind a paywall. Fortunately though, a kind poster has posted a link to a download of the latest version in the Gameplay mods forum - bottom post of page 1 of this thread:
