This is Jules Rico, a premade "style influencer". And this is his career outfit. I swear that I didn't touch his CAS.
I'm not sure if his career outfit is randomized to be different in each save (or each in-game day). But I remembered that I found him in a different career outfit before.
I heard that this career gives crazy career outfits to them. So you should take your eyes to sims in this career. (Social media career at an early level too)

Yes, I've seen some very dodgy style influencers in the game! When I played one, I thought 'what on earth....?' when she got ready for work 🤣
I haven't played a "style influencer" career before, and seeing this makes me worry lol. Game randomization always makes them clown by trying to add "every" accessory without concern about the matching. Such a "townie fashion icon"!
