Recently, I used many mods and settings to disable random townie fashions, so my game didn't have crazy outfits anymore. I'm not sure if I can stop Love Day fashion or not, but almost all situations would be calm now.
However, I love to leave some parts like weirdo costumes (it only happens to specific sims), and "goofball" sims like Brytani who occasionally becomes a clown. This is the aesthetic of The Sims (at the acceptable level...).
