I've had this issue ever since I bought City Living; sure it brought a lot of new freshness to the lack of townies in my base game, but then it got overboard with all the diverse Sims that began to populate the worlds, as if they've begun to overflow the city. Granted I don't bother much with the CL townies, generally I ignore them unless the game decided to generate some nice looking ones or if they're townies that aren't part of the same CL formulas of which I tend to save them. As for oddly coloured hairstyles amongst diverse Sims, I just like to attribute that to hairdying lol.
