If you have lovestruck then it's most likely the adult couples that the game spawns everywhere on all the lots. They even spawn at the temples.
This is the reason I don't want to play TS4 at this time.
I know I can disable Lovestruck EP to avoid this, but I already using the new CAS in the new EP. So, I will wait until this thing is fixed or there are some mods to get rid of it.I disabled it because I can't stand it.

I saw your report some days ago too. Hope that it will be fixed as soon as possible.
I do indeed have lovestruck. It is sort of crazy how many sims show up at the temple and pool/bathes area. I used to be maybe one or two other sims. I guess Selvadorada is suffering from overtourism.
