Any CC tagged for random has a habit of showing up on almost every random sim spawned. I use Sims 4 Studio tool to batch fix all CC marked for random. Any defaults such as eyes and skin you will want to keep them tagged as random. Pull out those package files before running a batch fix with the tool.

Well I don't care if townie sims have the hair...but not every single one! But if you think that will help the issue to take it out of the random cycle, I will look into the fixing with the links you gave me. I have already registered for Sims 4 Studio in the past, but never used it.
