I've had this too with sims getting moodlets from traits they never had, especially "Lovelorn" for non-romantic sims, but also the tense moodlet from Active, when the sim has never had that trait. It is really annoying, and its bugging me too. And I do assume it IS a bug, and vaguely remember it being posted on the AHQ. Not sure if the bug was reported as "fixed" and the post archived, though. I've not looked for a recent, open post about it, haven't checked in quite a while.
