Surveys are marketing just testing ideas to see how players respond to liking or disliking an idea. Dev are the ones who decide from propular responses of marketing packs what to include in those packs if they decide to make them. Marketing really is just the ideas people and have little to do with what packs are made and what is in them . There has never been a survey idea ever made exactly like it was in the survey. Not ever.
