There's a reason people don't use singing and music much and that's because there's no motivation. Currently they're just skills associated with a rabbit hole career.
Artists can take their pictures to sell on the streets of San Myshuno, and that's still better than busking.
The reason genuine singing wasn't included in Get Famous was so that they could put bands into its own pack. By making Fame coding in a separate pack, it means that they can put all the famous careers separate - and if you want to get the full fame experience you HAVE to get Get Famous, just like if you want to have a club you have to get Get Together, even though it's mostly invisible coding.
