Yes I did play Sims 3 on a laptop (same I have now ) with mods and CC and it ran/runs fine, all except for Island Paradise which lagged bad. And we don't have an open neighborhood, we have an open house + the surrounding neighborhood.
Edited to add: depending on your computer, open world works.
