Out of curiosity, why do people want babies expanded on so badly? I mean, babies learn nothing in terms of skill, they're not really social outside of needing to be held, fed, burped, and changed, and overall they're just things to care for and coo over until it becomes a toddler that can actually understand the world. I don't particularly see how you can make it an engaging life state because there's just not a lot to work with, in my opinion. Toddlers are really where people actually start to develop and you get a peek at the people they're growing up to be, so for me, this is where you can actually start engaging with a child in the game and even in real life.
