That car is definitely a still image of a 3D debug car animated in 2D against a still image of a 3D background. In short: it’s 2D animation.
It takes a skilled editor/ animator no effort at all. Bit of photoshop & after effects and you’d have a shot like that within less than 10 minutes. It’s more fun to do as well because of the comical effect, plus way easier than trying to achieve it with in-game stop motion because:
1. Motion won’t be as smooth
2. you don’t have to deal with an ever moving background (live mode generates a slight movement in trees and bushes).
Everything in there screams 2D. Believe me I’ve been getting paid for doing this stupid kind of stuff for nearly half my life. ?

@Babykittyjade your screenshots are great! They remind me of my post-apocalypse Sims 3 saves.
The more dilapidated junk the better! We need plenty of this in TS4.
Also, where I live we’d call those kind of charlatans “Cowboys”.
What’s a cowboy without a..that’s right!: HORSE.
So here’s to hoping for CARS & HORSES.

Yes, this was painful. Especially how bad it was animated in there :D I definitely think - trolling at this point.

That car is actually one of the debug cars. It's 3D, not 2D. They did animate it to move though.
It's a 2D picture that they are moving across the screen.
I disagree. Drawing or screenshotting, cropping and animating a 2D car would be more effort than using stop-motion animation with the debug car in game.
The exploding urn, however, was clearly 2D.
