I had that problem too, the Romance festival actually overlapped it. Someone suggested to me to have my sim stay in the neighborhood until the festival was all over & for a couple of sim hours afterwards. It worked, everything got taken down & the neighborhood was back to normal. It's a simple, albeit sometimes inconvenient workaround until they get it fixed.
