I believe they belong to the inheritable unique trait. There is also a shorter foal version.
I hope this is the case! Perhaps it might be a hidden object that only horses with a "unicorn" hidden trait or something are able to use! Or maybe some horses have lil' magic things they do while others don't? And you could choose whether to put a horn on your magic horse or not? I know the trailer had a horse bringing a sim back to life at the end of it!
