My guess was that the team was working on the gardening overhaul side-by-side with seasons in order to make it a more full experience. With the seasons, we got seasonal plants, which ofc changes how they look and makes them dormant and whatnot. That in itself must have spurred up the whole revamp in addition to the new gardening careers (which I ADORE).
Perhaps they looked back and realized that it's been nearly 4 years since TS4 came out with no seasons expansion, and they really pushed to have it released. Especially since the gardening patch dropped, that would have been the absolutely perfect time to release Seasons in order to have everyone feel like there was more included in the pack; the new gardening and the seasons themselves.
Honestly, if I didn't look up that the new gardening revamp was actually a patch, and not part of the Seasons expansion, I would have thought that they both came from this expansion pack just because they work so well together.
