some of the list we know so far... -most of the careers can make you famous and some skills also. -also retail, vets,restaurants have zoro famous. -sims don't have to live in the valley to become...

I don't think I want witches shoehorned into an unrelated pack. If we get more occults down the line there could be additional features involving them (imagine playing a celebrity vampire for example).

So any career in the game has the potential of granting fame, but likely there will be the chance to turn down the opportunity and just play a "normal" Sim. In Sims 3 you got an opportunity that would start you on the celebrity ladder -- they could do something similar with Sims 4, maybe you get a call from an agent offering to represent you and you can take the offer or not.
