Here is a custom build from CyberPowerPC that I configured that will run the Sims without any issue marking at $1,342; it will also be able to run the next Sims game without any issue as well.

I opted in the Radeon 5600 XT as you had the budget for it. You don't need a higher-end GPU such as a RTX 2070 (or higher) if you aren't planning on playing anymore games other than the Sims.
Here is the same build, but with more hard drive space (1TB SSD and 2TB HDD). $1,434:
