Using the Picnic Basket with the new Blanket

Has anyone found a way to place the picnic baskets (Cottage Living) onto the new picnic blankets (Lovestruck) when not on a lot? If you're on a lot you can just drag the basket onto the blanket and the blanket will recognise that it is there (it gives you a new option to set up food from the picnic basket), but you can't drag objects around when you're out in the neighbourhood.

I feel like there should be some sort of "place picnic basket" option on the blanket like there is with the outdoor tables, but nothing shows up (and selecting 'place in world' on the basket from your inventory doesn't work). This feels like a major oversight, since it means that the whole feature doesn't really function properly?
